Norris is located on the Northwestern edge of Anderson County bordered by the Clinch River, the beautiful Norris Lake and Norris State Park. Between the lake and the river stands the heartbeat of Norris -- the world famous Norris Dam. The town of Norris was built as a model planned community by the Tennessee Valley Authority (TVA) in 1933 to house workers building Norris Dam.

In 1975 the town, including 340 buildings and an area of about 4,000 acres, was added to the National Register of Historic Places as an historic district, designated the Norris District.

The City of Norris is located approximately 21 miles northeast of Knoxville.

The City of Norris has all the necessary ingredients for comfortable living: a good city government and city services; tree lined streets and sidewalks; a public library; the town center with its grocery, post office, service station, and restaurant; outstanding schools; churches for many faiths; civic clubs; and nearby dental and medical services. The 2,400 acre Norris Municipal Watershed offers numerous trails for hiking, horseback riding, and biking. The Clinch River offers great trout fishing, and nearby Norris Lake offers a variety of fishing, boating and water sports activities. (Source: City of Norris)
